The Delhi Police on Tuesday clarified that it has not withdrawn permission for the opposition India Alliance's rally at Ramlila Maidan on November 1. The police clarification comes amid allegations by the Congress that the party claimed officials were obstructing its event against Chief Election Commissioner (CEC) Gyanesh Kumar. Delhi Police said the NOC has been granted from a law and order perspective. The police also said it is preparing to deploy about 3,500 personnel and use over 200 CCTV cameras for security at the designated protest site. The police have divided the venue into 14 zones for crowd management. 10 companies of reserve forces have been called in and plan to keep a watch through vehicles equipped with CCTV cameras, body-worn cameras and surveillance equipment. According to an official letter sent on October 17 to Congress headquarters in-charge leader Manish Chatrath, the NOC has been given on the condition that the ownership of the land, mentioned in the letter to the Congress, has to be decided by November 25.
