CHANDIGARH: In a bid to ensure uninterrupted functioning of the government, the Haryana government has made a new arrangement under which the secretary, special secretary or additional secretary of the vigilance and coordination department will be responsible for the establishment of the secretariat in the absence of the concerned officer.
