SP's city vice-president Madhukar Arora, Devender Yadav, state secretary Lala Gurjar, Nitin Verma, Bharat Singh and district general secretary Santosh Pal had reached the toll plaza with dozens of supporters. They were waving Samajwadi Party flags and demanding toll-free vehicles of regional people. Advertisement police personnel asked the protesters for permits, but they could not produce any valid documents. Police explained to them that Section 163BNSS is in force in the area, under which unlawful assembly of more than four persons is prohibited. Despite this, the accused continued to shout slogans and the city police commissioner accused the BJP of violating the government order.
