External Affairs Ministers S. Jaishankar and Marco Rubio of India and the United States will hold a bilateral meeting in Mumbai on Tuesday. The meeting comes at a time when relations between the two countries are not getting the warmth they had hoped for. The issues of IT professionals, H-1B visas, the Trump administration's growing proximity to Pakistan, the purchase of Russian oil, the impasse over trade talks, and a host of other disputes have not met Trump's expectations after his re-election as president. The two foreign ministers will try to resolve all outstanding issues, officials said. Rubio is visiting India for the second time this year. The main focus of his last visit was the Quad foreign ministers'meeting, where he held separate, limited discussions with India. This time, his agenda is clearly focused on improving and strengthening bilateral ties with India.
